Why Puerto Rico

Need, Designation, and Infrastructure Together

The case for Puerto Rico is not three topics. Essential island demand, the federal Opportunity Zone framework, and the infrastructure rebuild are one thesis: each only holds because of the other two.

One Combined Thesis

Three Forces. One Underwriting.

Puerto Rico Growth & Resilience is organized around assets the island already needs — and a federal structure that can apply only where a specific tract qualifies. Infrastructure stress is the demand, not a separate theme.

01

The Island

Durable Need

Housing, power, water, logistics, connectivity, and healthcare gaps are durable demand. Assets are dollar-denominated, under U.S. legal and capital-markets frameworks.

02

The Federal Tool

Opportunity Zones, Site by Site

A Qualified Opportunity Fund is how eligible capital gains can be invested into Qualified Opportunity Zone property. OZ 2.0 ended the all-island map. Designation shapes structure. It is not the thesis, and it is never assumed.

03

The Work

Infrastructure Dynamic

Grid modernization, water security, and hardening against hurricane, flood, and grid stress are the assets themselves. Federal recovery capital is context not a substitute for project economics.

Why They Reinforce Each Other

Same Assets

The gaps — housing, power, water, logistics, connectivity, healthcare are both the commercial demand and the strategy. Infrastructure is not a backdrop to a tax story.

Address, Then Zone

Zone status is checked at the address. No site is pursued only because it sits in a tract. Financial viability and local demand come first; designation is confirmed, not assumed.

Resilience Inside the Asset

Storm, flood, and grid-stress durability is a core diligence item on the same assets the need creates not a separate workstream.

Economics Before Incentives

Incentives are not the return. Tax benefits are not a substitute for project economics.

On the Ground

Service Gaps Are the Pipeline Logic

The working strategy is operating businesses and real assets that address infrastructure and service gaps — workforce housing, energy and resilience, water, logistics, connectivity, and healthcare access.

Water and wastewater need, including treatment and distribution, is part of that same stack. Grid reliability and interconnection are execution realities inside energy and resilience, not a side topic.

Sleeve names from the investor deck and PPM 3. Planning focus areas only not commitments, and not a named pipeline.
